The Iowa Department of Transportation assigns people to this class. In lieu of suspension, the DOT may require a habitual violator or a person convicted for speeding at least 25, but not more than 29 miles-per-hour over the legal limit, to attend and successfully complete this Driver Improvement Program at the person's own expense.
